Abstract
A National framework on Distance Education has been proposed to modernize and bring quality distance education in ODL institutions of India. Six dimensions for the framework have been suggested for the development of distance learning system, which include pedagogical, technological, ethical, managerial, evaluation and student support services. However, the main component areas of relevance in imparting quality distance education are IT infrastructure & Services, Networking, Quality Instructional process etc. It has been concluded that with the establishment of this framework and subsequently networking all the ODL institutions in India would not only help in imparting quality distance education but also would ultimately solve significantly the problem of reduced student retention and improve favourably the success rates of students pursuing their studies in ODL institutions.
